Anthem Blue Cross of California has announced their Q3 Rate Update and Selling Highlights

Statewide Average Rate Change
The following changes take effect July 1, 2025:

QUARTERLY RATE CHANGE
Average
PPO: 1.7%
HMO: 1.8%

ANNUAL/RENEWAL RATE CHARGE
Average
PPO: 9.9%
HMO: 10.2%

SELLING HIGHLIGHTS
  • Plan & Network Offering
    • Through December 2025 effective dates, groups may elect any number and combination of networks. This means a group can now elect all HMO and PPO networks, both full and limited, with no restrictions. 
  • Participation: 60% (from 65%)
  • Out-of-state flexibility for % of employee out of state
  • The CA Enrollment Compliance From can be used in lieu of a Reconciled DE9C/payroll or Reconciled Prior Carrier Billing Statement
  • Union Carve Out Permitted:  For groups with total employees exceeding 100 FTE but have a union population that has coverage, Anthem Blue Cross can offer coverage to the non-union employees.
  • PEO sub/hybrid groups are eligible to enroll with Anthem Blue Cross

Dental: 2.2%-4% rate increase based on product in certain regions
Vision: 4-5% rate decrease

  • Essential Choice/Metallic: 4% increase
  • Dental Net and Legacy – no change
  • Blue View Vision – rate pass
SELLING HIGHLIGHTS
  • 2-100 eligible – 25% enrolled w/minimum 2
    • No Employer Contribution Required
  • Voluntary Dental & Vision – Required 5 eligible with a minimum 2 enrolled 
    • $20 Adult Visual Exam through Blue View vision on all medical ACA plans.
  • Dental and Vision 24-month rate guarantee
  • Small Group Bundling Discount: Up to 5% savings when you bundle new dental and along with a new vision plan
