COBRA Premium Subsidy - American Rescue Plan Act of 2021
On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (H.R. 1319) into law.
The American Rescue Plan Act (ARPA) subsidizes 100% of COBRA premiums, including applicable administrative fees, for eligible individuals from April 1, 2021 through September 30, 2021. The subsidy applies to federal COBRA as well as to Cal-COBRA.
Assistance eligible individuals may enroll with a lapse in coverage provided they are still within their maximum period for COBRA/Cal-COBRA coverage.
What is Health Net doing?
Health Net mailed ARPA notifications to active and cancelled Cal-COBRA members who are within their 36-month enrollment window. Access sample notifications below: Note: Employer groups using Federal COBRA are responsible for notifying individuals of the subsidy. Employers may use the Department of Labor’s ARPA Model Notice.
